Every answer you will find to this question is a single number, and one number cannot be right for both an account that normally gets 6K views and one that normally gets 1.6M. We can do better than guess, because for every reel behind this site we know two things: what it got, and what that account normally gets.
The same event, at 6 different sizes
6 real reels, smallest first. Each one clearly beat the account that posted it — and no two of them agree on what a good view count is:

18K views at the top of that list is worth more to @yunusfitness___ than 100.8M would be to most accounts, because it is 2.9 times what they normally do. Copy the big account's target and you inherit an audience advantage you do not have.
The number to use instead
Line up your last ten reels by views and take the one in the middle. That is your usual number. Judge every new reel against it, not against your best-ever reel and not against a screenshot from somebody else's account. An average will not do: one runaway reel drags it up and then nothing you post ever looks good again.
Once you have it, the question stops being “is this a lot of views?” and becomes “is this more than I normally get, and what did I do differently?” That is a question you can actually act on.
What a good day looks like in your niche
Across the reels we track, this is how far past your usual number you have to go before a reel is genuinely unusual:

A beauty reel that gets 6.19x what its account normally gets is in the top tenth of every beauty reel we track. Doubling your usual number is a better day than three quarters of the reels in any of these niches.
Small accounts break out too
In the last month of the list, 8 of the 51 reels came from accounts that normally get under 25K views. Some of them:

What actually moves the number
Between two reels on the same account, in the same week, on the same topic, the thing that changes is usually the first sentence. That is the whole premise of this site, and the hook formulas are what three or more unrelated creators independently landed on. If you want the shorter version: how long should an Instagram hook be counts the words in the real ones, and why are my reels not getting views covers what to change first.
Questions
- How many views is good for a small account?
- Whatever clearly beats your own usual number. In the reels we hold, an account that normally gets 6K views broke out at 18K — a number that would be a disaster for a large account and was a very good day for that one.
- Is 1,000 views on a reel bad?
- Not on its own. It is bad if you normally get 10,000 and fine if you normally get 300. The view count of a single reel carries no information until you put your own usual number next to it.
- How do I work out my own usual number?
- Line up your last ten reels by views and take the one in the middle. That middle number is what your account normally does; averages get dragged upward by one runaway reel and will flatter you.
